Beatriz Cuenca-Barberio, Executive Director

Beatriz Cuenca-Barberio joined the Miami Beach Community Development Corporation (MBCDC) in 2014 and is the Executive Director.  She grew up on Ocean Drive and is committed to the success of MBCDC and to contributing to the city in which she raised.  Mrs. Cuenca-Barberio is responsible for the organization’s property management, housing counseling and consulting operations.  From 2009 to 2014, she was the Program Director for Florida Quadel Consulting, a national contractor in charge of administering Miami-Dade County’s Housing Choice Voucher Program.  She oversaw an operation with 100 staff which served over 14,000 households throughout the county.

Throughout her career Ms. Cuenca-Barberio has served in many capacities including as an attorney, a consultant to the City of Miami regarding HIV/AIDS housing; and as a consultant to Miami-Dade County Homeless Trust.  She was the Executive Director of the Downtown Miami Community Development Corporation from 2000 to 2004, participating in the development of approximately 200 housing units in Downtown Miami and the management of more than 250 units of affordable housing.  From 2004 to 2008, she worked with the Miami Downtown Development Authority (DDA), serving first as Manager of Policy and Program Development and later as the Director of Administration.  

Ms. Cuenca-Barberio received a Bachelor of Arts degree in Psychology, Political Science and Philosophy from Duke University.  She also earned a Juris Doctor from the University of Miami School of Law and is a member of the Florida Bar.

Donna Gunther, Deputy Director

Donna Gunther is the Deputy Director of the Miami Beach Community Development Corporation (MBCDC).  Ms. Gunther is responsible for MBCDC’s property management, maintenance and government compliance for fifteen (15) properties.  Prior to joining MBCDC, she served as the Deputy Director for the Miami-Dade County’s Housing Choice Voucher Program with over 14,000 vouchers for six years; Deputy Chicago Housing Authority’s Housing Choice Voucher Program with over 35,000 vouchers for ten years; Quadel Consulting trainer for federal housing programs for twenty plus years;  Housing Management Officer with the Connecticut Housing Finance Agency for five years and Independent Housing Consultant for over six years.

Ms. Gunther is a seasoned executive with over 35 years’ experience in the housing industry and property management. She has worked with government organizations on the local, state and regional levels in several urban areas such as Hartford, CT; Chicago, IL; Newark, NJ, NYC and Miami, FL.  Her work with non-profit and for profit companies involved consulting and training to improve organizational performance and compliance with federal, state and local regulations.

Ms. Gunther is a strategic, results-oriented leader driven to achieve organizational goals and performance utilizing key management tools, data and reports. She is an effective collaborator with city government, community organizations, real estate professionals and families to produce a positive social and economic change in the community.

Leticia Valle, Controller

With over 15 years of experience in the Accounting/Finance field, Leticia Valle is MBCDC’s Financial Controller. Mrs. Valle’s areas of expertise include Financial Reporting, P&L Analysis and Internal Audit Preparation. In 2014 she led the finance department in establishing new policies and procedures, internal controls and bringing all department functions current.  Her department manages the accounting operations for fifteen entities and over fifty bank accounts.  Prior to joining MBCDC, she worked as Finance Supervisor at Quadel Consulting, a national management consulting firm specializing in Housing and Urban Development (HUD) programs. The Miami subsidiary provided management and administration of all aspects of program operations for Miami-Dade County Public Housing Agency’s Housing Choice Voucher Program. Mrs. Valle was responsible for supervising the Finance Department staff, preparing a monthly check run of over $11 million, data analysis and performance improvement.  Prior to that, she worked in quality control and compliance at Lutheran Services Florida, a statewide, non-profit, human services agency.  In Cuba, Mrs. Valle taught Accounting, Auditing and Costs at the University of Las Villas and eventually became head of the department from 1997 to 2005.

Mrs. Valle is proficient in SAP, QuickBooks, Citrix Elite, Fund E-Z and Visual Homes. She received a Bachelor of Arts Degree in Accounting/Finance in 1997 from the University of Las Villas, Cuba.
